I used the auto config in graphics settings with 1280x800 resolution at 16:10 aspect ratio. Increasing the draw distance or shadow quality doesn't seem to affect the power draw much, but I still left them whatever the auto config gave to me.

My resolution is high because ped LOD is tied to the resolution. If you don't turn this up then peds in the distance are grey.  The lower the resolution, the lower distance the LOD shows. Also, a higher resolution helps with getting rid of some of the aliasing.
