Could change to 720p instead of 800p since the game have black bars regardless of resolution changes. Wouldn't notice a difference in visual quality but gain a slight boost in performance.  Though, this part is optional.

Half-Rate shading is on. No visual differences, might as well leave it on for a slight extension on battery.

*Can go as low as 600 though, it can randomly have stutters here and there. 

**Same situation as GPU, random stutter here and there if going below 8w. But, it is still playable. Though, not recommended.

Note
Using the 'Balanced' preset as a starting point: Change the resolution to 1280x720 as the game displays black bars top and bottom even if using 800 vertical resolution. Change texture quality to 'High (2 GB)' and texture filter quality to 'High (ANISO x8)'. These provide a decent improvement to textures with minimal effect on performance. Change volumetric lighting quality to 'Medium'. Increased as the low setting can cause some strange artifacting on some objects, such as the chain link fencing in the intro sequence. In the advanced view of the Steam Deck's Performance menu set a refresh rate and fps limit of 40, and a TDP Limit of 9w. These settings seem to offer a good balance between battery life and visual quality. I was able to get 3hr30min-4hrs battery life and played through Leon's entire campaign with no issues. Note: These settings were used on BIOS F7A0107 however that wasn't an option in the report settings.
