Use "PowerTools" via the "Decky" plugin menu (3rd party software).
SMT = enabled
Frequency Limits = enabled
Minimum (Mhz) = 1000
Maximum (Mhz) = 2000
Governor = "ondemand"

GPU Frequency Limits = enabled
Minimum (Mhz) = 1000
Maximum (Mhz) = 1600
Persistent Profile = enabled

FSR Scaling = 5

ADDITIONAL NOTES:
Make sure in-game FPS limit is set to "Unlimited" and in-game Vsync is OFF. The Deck handles that natively. This is a universal rule that applies to ALL games.

IN-GAME -- SETTINGS:
All settings = MEDIUM
Anti-Aliasing = Low TAA (This AA mode is fine because FSR makes it look great anyways)
Motion Blur = OFF
Vignette = Personal Preference (no performance hit)

Lowered the resolution a bit, didn't really notice a difference. Going for battery life over performance with a locked 30fps. 

Got around 4h playtime at ultra preset.
Image scales very well with steamdeck fsr, couldn't see a quality difference to native 1280x800
Steps:
1. GPU shared memory to 4GB in SteamDeck's BIOS
2. Using CryoUtilities recomended settings.
3. Using SystemToolbox plugin in Decky to activate linux huge pages.
4. Set ingame resolution to 960x600, Vsync off and ultra preset
5. set Steamdeck refresh rate to 50hz and lock to 50fps
