Note
Why 30 FPS? In my testing, I've found that you need a mix of low and medium with a couple of high settings to get an unreliable 40 FPS, whereas you can run mostly Ultra settings with a couple of tweaks and get a nearly locked 30 FPS. Normally, I try to aim for at least 40 or 45 FPS to balance graphics with performance, but this game is pretty CPU-intensive and there's only a couple settings you can lower to meaningfully ease the burden on the CPU (Geometry and Extra Details). As mentioned, you'd need to lower most of the graphics settings until the game looks noticeably worse to get the extra 10 FPS needed for a target of 40, and even then we often dip close to 30 when driving or in certain environments, anyway. Some games don't feel great at 30, but luckily, this one's not bad; and the good news is that we can push the GPU-bound settings much higher and make the game look really nice! It's also worth noting that dropping the resolution to 720p and using GameScope's FSR does very little, if anything, for the framerate in this title.
tl;dr IMO, pretty graphics @ a stable 30 FPS > ugly graphics @ 40 FPS with framedrops
I highly recommend using Proton-GE, as it does give a small FPS boost. I also recommend turning off push notifications in the Ubisoft Connect settings to get rid of needless pop-ups about your hardware not being recognized/good enough.

Note: I use CryoUtilities 2.0 @ recommended settings, have my UMA Frame Buffer Size set to 4 GB, and undervolt with -20 mV for all offsets. This broadly improves performance and stability, and it can sometimes even allow for pushing higher graphics settings.
